Commercial drivers for San Diego County are enrolled in the state mandated Employer Pull Notice (EPN) program. In the past, the state paper notification for commercial driver record activity was delivered by traditional mail. These notifications took days to arrive and numerous hours of administrative resources to process. In addition, adding or removing drivers from the program took an additional paper request. With the paper program, the County was unable to confirm their current list of registered drivers. The state allowed employers to request a paper copy once each year. This was delivered on outdated 11x17 NCR paper—an ineffective and unwieldy solution for driver identification and filing. In addition to the commercial driver requirements, San Diego County Employee Policy stated that all employees driving County vehicles, or personal vehicles on County business, must have a valid license. To ensure state and county compliance, 17,000+ employees were registered in the automated SAMBA service. The service allowed drivers to be added and deleted online, provided program administrators with a real-time view of their driver lists and offered online monthly reports. Ms. Eldridge explains, “Monitoring the driver records of 17,000+ employees is a serious administrative burden. The online process quickly identifies only those drivers with activity and we do not have to review every employee record. We quickly see unlicensed employees, notify their managers, and if the issue is not immediately resolved, county driving privileges are revoked.” In the last few years, the County has seen very few commercial drivers that have lost their licenses. While in the general employee population, the numbers are much more frequent. The cost to the County for having an unlicensed employee being involved in an accident could be significant.
