Insurance: Adams 12 Five Star Schools is a member of the Board of Cooperative Educational Services (BOCES). In an effort to reduce negligence claims and promote fleet safety, BOCES’ participants receive the driver monitoring service as a member benefit. Administrative Time & Savings: A single school employee now manages the records of hundreds of commercial and non-commercial drivers in hours, instead of days. Jennifer Roybal has served the Adams 12 Five Star Schools for over 13 years as the Business Applications Support Clerk for the School Transportation and Fleet Services division. As the program administrator, she has experienced the unwieldy process of requesting and managing paper records and celebrates the new online alternative. 


THE PAST

Ms. Roybal explains, “In the past, we requested state driver records by mail for initial employment and then again for annual reviews. We then waited for the requested record to be returned by traditional mail. ” The unwieldy paper process took three managers a substantial amount of time to manage. While school employees are instructed by school policy to notify their manager of any citations—that is not always the case. For those few employees that were at risk of exceeding the points allotted in the policy, records were requested more frequently.

THE EMPLOYMENT PROCESS

Driver records are mandatory for hiring. Ms. Roybal explains, “Our applicants are required to provide a current MVR when they apply for employment. Once hired, we run a second driver record for our files. This process ensures that we hire only qualified employees.” Today, the entire process is automated and results are delivered online. Potential school employees complete a Record Release form and the school electronically requests the record. “Once the candidate has been approved for hire, I add the driver’s name to one of our lists and SAMBA immediately begins monitoring that driver record.” As the SAMBA Account Administrator, Ms. Roybal reviews the SAMBA report and distributes the results to the appropriate manager. She continues, “Monthly reports allow us to stay current—and we are never surprised at our annual reviews.”

THE SAVINGS

The administrative time and cost savings is significant. “I worked with two managers to process the hundreds of individual paper driver records needed for both our commercial and non-commercial drivers. SAMBA’s automated service allows one person to manage the entire program—and in much less time.”
